DSM worked closely with the Vermont Manufacturing Extension Center, the Small Business Development Center, the Vermont Agency of Natural Resources and the Vermont Department of Economic Development on a SWOT analysis to assess the Strengths, Weaknesses, Opportunities, and Threats of collaborating on an environmental assistance process to improve environmental management, compliance and the permitting process for Vermont businesses.

DSM conducted a comprehensive survey of stakeholders and assistance organizations to determine what services were currently available to Vermont businesses. DSM surveyed Vermont businesses and industries to gain an understanding of environmental assistance needs that were going unmet.

Then, using a strategic planning process, DSM helped the consortium to develop the Vermont Environmental Assistance Partnership.
