Solid Waste Management Assistance to City of Gyor and Hajdu-Bihar County

DSM was retained by the International City/County Management Association (ICMA) as a subcontractor to provide solid waste management assistance to municipalities in Hungary during the transition to a market economy. The first project undertaken by DSM was to provide assistance to the City of Gyor during the creation of a private utility designed to manage all aspects of solid waste collection and disposal for this third largest city in Hungary. One of the first actions of Gyor Communal Services was to reorganize its landfill management under the direction of DSM, and to expand its collections services to the region surrounding the City.

Based on the work provided to the City of Gyor, DSM was retained to assist 47 municipalities in Hajdu-Bihar County in the formation of a regional agreement to jointly search for, develop and finance a modern lined landfill and associated collection system. DSM was responsible for completing a detailed cost analysis of alternatives available to the region, and the preparation of documents associated with creation of a new regional entity to manage solid wastes. The regional governing entity was subsequently formed and the lined landfill is now operational.
