Full Cost Accounting and Fee Setting Methodology
for Water and Solid Waste Services

DSM worked with the Urban Institute/US AID to develop a full cost accounting and fee setting methodology for water and solid waste in Albania. Work included projects with 12 pilot municipalities in Albania as well as citizen focus groups designed to elicit information and data on citizen willingness to pay. A manual and training program was developed for full cost accounting for municipal water and solid waste services with the data collected.
