Windham Solid Waste Management District DSM was initially retained in 1996 on a six-month contract to provide interim management services to the Windham Solid Waste Management District. The contract was extended each year because of DSM's effective management skills and recommendations that have reduced District costs. DSM oversaw an operation of the 7,000 ton per year MRF, post closure activities of the District landfill, operation of a rural recyclable collection program serving 21 sites using 48 - 30 cubic yard roll-off containers, operation of a District Convenience Center/Transfer Station, Household Hazardous Waste Programs, and administration of the District. While DSM was managing this District, operation of the MRF was monitored with a goal to decrease employee needs through the use of mechanical equipment. An Eddy Current was installed to separate aluminum and glass sorting was discontinued based on a time and revenue analysis. In addition, DSM negotiated with the Vermont Court Diversion Program to begin utilizing Community Service personnel to supplement labor at the facility. Since implementing the above, quantities of material into the MRF increased from about 4,500 tons per year to 7,000 tons while full-time equivalent employees decreased from eleven when Waste Management operated the facility to seven under municipal operations. DSM was responsible for overall administration and management of all Windham District facilities and operations, including post closure care of the closed landfill, energy generation from the methane recovery system, operation of the MRF, transfer station, and drop-off recycling collection system and preparation and management of the annual district budget.
