George Murray, under contract with the International City Managers Assocation, finalyzed an operations plan for the Montego Bay landfill. The operations plan developed recommendations for consolidating operations to make them more efficient and environmentally acceptable.

Users were dumping refuse where it was most convenient which resulted in waste being washed down gullies and into Montego Bay creating large "rafts" of garbage that cruise ships would pass when arriving or leaving the port.

Mr. Murray also assisted in finding an alternate landfill site for Sav Lamar on the southwest part of the island.
