Analysis of White Goods and CRT Collection Systems Including User Fees

DSM was contracted in 2002 to evaluate collection system costs for existing white goods programs and new CRT curbside collection programs and make recommendations for collection and user fees. User fees were to be set to cover program costs.


Analysis of Residential Curbside Collection Contract/Program

DSM initially worked with Arlington to analyze some of the challenges associated with their business recycling collection program which is an add on to their residential recycling contract. DSM is currently working with the Town of Arlington, Massachusetts (population 42,500), a suburb of Boston, on the development of collection bid documents that include contract language which would allow Arlington to add a PAYT program to the existing private contract for refuse and recycling collection. DSM met with the potential private vendors to discuss implementation issues, and appropriate roles for the contractor and the municipality to address these implementation issues. Contract language is now being drafted by DSM to detail performance specifications.
